The first thing is finding an appropriate domain name, there a lot of good free ones out there. Choose something related to articles, article marketing, promotion, writing. So as the first step I grabbed a domain name which is easy to remember and it’s related to article marketing.

The next step is finding a good host with good support and uptime. Search the forums for recommendations.
A script
You’ll also need an article directory script, there are a lot out there, free and paid, most of them have online demos. Choose the one which has the features you need.
So at this step you have your domain name, a hosting an your article directory script installed, you’re ready to go!
Content
You need articles to begin with. The best solution would be writing your own articles for some time. This is your original content, your site will be picked up quickly by the search engines.
Promotion
It’s very important to work on the promotion of your website. Write press releases, submit your site to web directories for backlinks, write articles about article marketing, article writing and submit them to other article directories. Use the resource box wisely, put a link into it to your site with a good anchor text. Find partner article directories which will recommend your article directory for their authors to submit their articles to. Slowly you’ll start making traffic, in this case authors who will start submitting their articles to your directory. And your directory will start to fill up.
You should work hard in the beginning, but it worth, soon you’ll start earning with your article directory, and that’s the point of it.

This can definitely work. I started an article directory like this about a year ago, ElectricText.com, and it now has over 50,000 articles in it from over 3000 authors.
